Selon lui, il faut se méfier « des formules magiques et des simplifications colportées par des publicistes peu scrupuleux ».

« Reste la question que pose Houssaye : pourquoi le progressisme administratif l’emporte-t-il sur le progressisme pédagogique ? « Parce qu’il a pu se couler dans le lit de la pédagogie traditionnelle, la digérer et la renforcer » !

Le « progressisme pédagogique », en effet, s’inscrit dans la tradition revisitée de l’Éducation nouvelle et promeut une transformation des pratiques de classe par la mise en place de situations d’apprentissage associant découverte et formalisation, cours magistraux, expérimentations, recherches documentaires, travaux de groupes, tutorat entre pairs, appropriations individuelles, exposés d’élèves, etc. ; il développe des projets interdisciplinaires et une évaluation fondée plus sur l’aide à la progression de chacun que sur le classement et la sélection ; il tient compte du niveau et des intérêts des élèves, non pour les y enfermer, mais pour les conduire, de manière exigeante, vers des objectifs culturels mobilisateurs.
Le « progressisme administratif », lui, se pare de toutes les vertus de la modernité et ne va guère chercher son inspiration dans la tradition pédagogique du début du XXème siècle. Il mobilise la « théorie des organisations », le management et les théories de l’apprentissage qui, comme le behaviorisme, en rendent les résultats facilement observables et quantifiables. Il gère des cohortes d’élèves et des carrières d’enseignants avec pour finalité essentielle « l’efficacité sociale » dans une perspective purement utilitariste : il faut montrer à l’opinion publique et aux enquêteurs internationaux que l’investissement éducatif est rentable. Il faut donc « rationaliser » la gestion de l’institution scolaire. Les « progressistes administratifs » regardent ainsi la pédagogie comme une sorte de « variable parasite » : ils préfèreraient « neutraliser » les facteurs humains aléatoires (qui constituent la relation pédagogique dans son essence même) pour n’avoir qu’à décider de l’usage des « méthodes scientifiquement validées » et à en évaluer tout aussi « scientifiquement » les résultats.
Reste la question que pose Houssaye : pourquoi le progressisme administratif l’emporte-t-il sur le progressisme pédagogique ? « Parce qu’il a pu se couler dans le lit de la pédagogie traditionnelle, la digérer et la renforcer » !

303 ( 44+49+85+72+53) fait découvrir la diversité des richesses culturelles de la région des Pays de la Loire

Présentation : Il y a toujours eu dans l’esprit humain une volonté de baliser l’espace. Cette appréhension de l’environnement et l’élaboration de structures abstraites pour l’interpréter est une constante de la vie en société. En substituant à l’espace réel un espace analogique, les hommes ont acquis sur l’univers une maîtrise intellectuelle aux conséquences incalculables. Dans beaucoup de sociétés, les cartes ont précédé l’écriture et la notation mathématique, mais ce n’est qu’au XIXe siècle qu’elles ont été associées aux disciplines modernes pour constituer la cartographie.

Trop longtemps limitée à une définition strictement européenne, la carte géographique apparaît aujourd’hui comme une notion beaucoup plus mondiale. Autant de civilisations, autant de « visions » cartographiques. L’histoire pluriverselle de la cartographie ne fait que commencer...

À la croisée de champs disciplinaires (géographie, littérature, histoire, art), de l’échelle locale et mondiale, ce numéro de la revue 303 arts, recherches, créations propose d’investir cette question de la carte. Il s’agira tout à la fois d’en montrer les évolutions, les méthodes et les techniques récentes, de questionner sa fonction, ses usages et ses relations à d’autres domaines en étant au plus près des enjeux qui sont les siens aujourd’hui.

«  La tradition démocrate réside essentiellement dans la défense des minorités, des non-organisés. De ce fait, le parti ne trouve pas d'unité dans un principe constructif; son esprit véritable est celui de l'opposition; il ne maintient sa raison d'être que dans une perpétuelle et changeante coalition de mécontents.

Protéger les immigrants contre les assimilateurs; l'individu contre l'Etat, combattre l'oppression légale et sociale de la majorité, revendiquer pour les communautés locales, contre le gouvernement central, le droit de régler elles-mêmes leurs problèmes, c'est-à-dire préserver les Etats contre l'emprise excessive de la fédération...

C'est toujours une clientèle locale brimée, ou s'estimant telle, qu'il soutient : le Sud contre le Nord, l'Ouest agricole contre l'Est capitaliste, les grandes cités cosmopolites contre l'américanisme protestant. Ses victoires sont nombreuses, mais elles restent de caractère local : gouverneurs, législatures d'Etats... »

Après la défaite du démocrate Cox, soutenu par le président sortant Wilson, aux élections de novembre 1920,
les Républicains Harding, Coolidge. et Hoover se succèdent à la Maison Blanche jusqu'en mars 1933.
Le gouvernement coopère avec les milieux d affaires.

« Le parti républicain est, par essence, celui de la richesse organisée, de la grande production capitaliste : c'est instinctivement que celle-ci s'appuie sur lui, et lui sur elle...

Par là, le parti représente à la fois; la prospérité et la conservation sociale. Les indices de réussite matérielle mesurent le succès de sa politique ...Dans ce pays fortuné, où l'abondance apparaît chose normale, on ne saurait s'étonner que. depuis un demi-siècle, il ait été, sauf de rares intermèdes, presque constamment au pouvoir. Non moins logique est l'esprit conservateur qu'il incarne, car si les affaires vont bien, pourquoi rien changer au régime politique?

... Ceux qui sont sur le chemin de la fortune ou qui, l'ayant acquise, veulent la consolider ou l'accroître, demanderont donc au gouvernement de les laisser faire, de ne pas les entraver, de les favoriser au contraire en mettant à leur service le pouvoir de l'Etat ...

(La) raison d'être (du parti), c'est d'appuyer la production organisée, de la défendre contre l'étranger par la protection douanière massive dont il s'est fait la spécialité, de considérer sans fausse honte " les affaires " comme servant l'intérêt général de la nation. Il y a là une conception politique qui se tient, et, tant que la prospérité des plus heureux rejaillit sur tous, on comprend que la majorité s'en accommode. »

- USA - xénophobie et racisme

« L'attitude de l'Américain moyen est en train de changer. Il souffre d'une " saturation " d'étranger mal digéré. Il commence à trouver que l'étranger crée de nombreux et difficiles problèmes, et aggrave un certain nombre de maux anciens. En plus, avec l'accroissement massif de population étrangère, il commence à voir le pouvoir politique lui échapper ici ou là et passer aux mains d'étrangers qu'il n'a pas su entièrement convertir aux idées et aux idéaux de la démocratie américaine... Nous avions compté sur le fait que l'Amérique changerait l'étranger et c'est l'étranger qui change l'Amérique...

Ces dernières années, nous avons fait des efforts frénétiques vers l'américanisation. Nous avons découvert que le processus d'assimilation était beaucoup plus lent que nous l'avions espéré. Aucune nation ne peut être une grande nation sans un esprit d'unité, un certain degré d'accord et de ressemblance dans le peuple. Il est souhaitable aussi qu'il y ait un certain degré de diversité, mais ce doit être une diversité de même niveau. Une infiltration modérée de gens d'autres pays exerce une saine influence pour combattre la tendance à l'immobilisme auquel tendent naturellement les groupes sociaux. Mais si l'on va trop loin la population deviendra une simple cacophonie d'éléments hétérogènes...

Le plus grand danger permanent, cependant, réside dans le risque de recevoir des peuples de races inférieures. L'Américain commence à soupçonner que la composition raciale de notre immigration a une faible valeur...

En ce qui concerne l'admission des étrangers. nous devrions partir de l'idée que l'immigration n'est pas un droit, mais un privilège, et que nous n'avons pas la moindre obligation de l'accorder à tous les peuples - fussent-ils de race blanche ».

Les notes ? « Notre école pourrait parfaitement faire sans », affirme Michel Lussault, le président du CSP.
Le CSP leur préfère un barème de 4 à 6 niveaux (6 à 1, A à F)
Plus de notes, plus de moyennes non plus.

Brevet : le CSP préférerait en voir instituer une seule épreuve, transversale, « anonymée et définie nationalement », plus deux projets personnels à l'oral (1 en 4e, l'autre en 3e) et plusieurs évaluations organisées de la 5e à la 3e.

Dans son projet, le CSP a défini des « blocs de compétences » ayant trait à la langue française, aux langues étrangères, aux langages scientifiques, aux capacités de s’organiser, de raisonner, d’analyser, de créer, etc.

« Cette inégalité croissante de l’école française a des origines multiples : une ségrégation scolaire et sociale croissante des établissements peu favorable à l’efficacité et à l’équité (Merle, 2012), une discrimination positive souvent en trompe-l’œil notamment en raison d’options linguistiques en surnombre dans les collèges au recrutement favorisé (Baluteau, 2013), un nombre d’élèves par classe trop important lorsque les difficultés sont avérées, un recours au redoublement supérieur à la moyenne de l’OCDE (Mattenet J.-P, Sorbe X., 2014), une formation initiale des futurs professeurs insuffisante, une formation continue de plus en plus étriquée... « En matière de notation, au nom d’un âge d’or mythique de l’école républicaine, les Cassandre de l’école risquent fort de faire le pari de l’immobilisme ou, pire encore, celui des retours en arrière : félicitations et bonnet d’âne, apologie des classements, expulsions et voies de garage pour les élèves en difficulté. Si les recherches scientifiques menées depuis près d’un siècle sur l’évaluation des élèves permettent de contenir les discours élitistes et passéistes des nostalgiques du XIXe, elles auront atteint leur but : orienter la réflexion vers des changements réels, repenser les pratiques actuelles d’évaluation qui constituent un des mécanismes cachés et « naturalisés » de la reproduction des inégalités scolaires ».

Parcours
La loi de refondation de l'école de juillet 2013 a prévu de développer la culture économique de tous les élèves, de la sixième à la terminale, en mettant en place un « parcours individuel d'information, d'orientation et de découverte du monde économique et professionnel » (PIIODMEP)

Le contenu du « parcours » devant éclairer les élèves sur leur orientation et favoriser l'esprit d'entreprendre sera précisé début décembre. Le Conseil supérieur des programmes (CSP) présentera le contenu du « parcours » le 3 décembre, devant le CNEE. « Ce serait compliqué que les acteurs de l’Education nationale ne connaissent pas les acteurs du monde socio-économique», précise Michel Lussault, le géographe président du CSP.

D'après Les échos, « le groupe de travail propose que la vie économique serve de support dès le primaire, […] afin que les élèves se familiarisent de manière précoce avec le monde économique. Les futurs enseignants devraient effectuer « un stage ou une période en entreprise ». Ceux qui sont en poste devraient « bénéficier » de visites ou de stages en entreprise. Chefs d'établissement et corps d'inspection se verraient proposer, eux, « des stages d'une durée plus longue », le rapprochement entre l'école et l'entreprise faisant « partie des objectifs inscrits dans leur lettre de mission ». Reste à voir si le CSP reprendra ces recommandations à son compte.
